Roll: Chair Miadich and Commissioners Cardenas and Hayward were in attendance in person. Commissioner Hatch attended by teleconference.
Item 2: Minutes from October 2019 Commission Hearing. Approved 4-0.
Items 3-15: Enforcement Actions. Approved 4-0. The Commission also instructed the Chief of Enforcement to refer item 3 to the local retirement board.
Item 16: Adoption of the 2019/2020 Statement of Economic Interests, Form 700 and related documents. Approved 4-0.
Item 17: Updated Campaign Manuals and Lobbying Manual. Approved 4-0.
Item 18: Amendments to Regulation 18450.1, Advertisement Disclosure and Regulation 18435, Definitions of Mass Mailing and Adoption of Regulation 18450.2, Authorized and Paid For, Regulation 18450.3, Top Contributor Disclosure for Affiliated Entities, and Regulation 18450.4, Video and Television Advertisement Disclosure. Approved 4-0.
Item 19: Update on Task Force to Study Best Practices for Regulating Campaign Activity on Digital Media. Information item.
Item 20: Memo regarding gift rules and college scholarships. Motion for Staff to create a fact sheet on scholarships. Approved 4-0.
