Camarillo Health Care (“District”) is an independent special district and public agency that provides community-based healthcare services to the Greater Camarillo area; Somis, parts of the Las Posas, Santa Rosa Valleys, and throughout Ventura County. In 2015 and 2016, the District designed, produced, printed, and mailed over 200 copies of four different issues of a quarterly magazine that featured photographs and names of several elected officers affiliated with the District, at public expense, in violation of Section 89001 (1 count).
