Respondent, Howard Gustafson, unsuccessfully ran for aseat on the Marina Coast Water District in 2010. During the campaign, Respondent and two other candidates jointly produced and sent three sets of mass mailers. The mass mailers did not contain required identifying information for Respondent, specifically the street address and city of his campaign committee, in violation of Government Code Section 84305, subdivision (a) (1 count).
