Respondent, George Eads (“Respondent Eads”), ran for adirector seat on the Marina Coast Water District in 2010. Respondent, Committee to Elect George Eads Marina Coast Water District November 2, 2010, was his campaign committee. During the course of the campaign, Respondents sent out three mass mailers that did not list the street address and city of Respondents in violation of Government Code Section 84305, subdivision (a) (1 count). Respondents also failed to establish a campaign bank account and Respondent Eads deposited campaign contributions and made campaign expenditures from his personal bank account in violation of Government Code Section 85201 (1 count). Additionally, Respondents failed to maintain detailed accounts, records, bills, and receipts necessary to prepare campaign statements and to establish campaign statementswere properly filed in violation of Government Code Section 84104 and Code of Regulations, Title 2, Section 18401 (1 count).
