Respondent, Kern County Young Republicans Voting Guide (“RespondentKCYRVG”), is a slate mailer organization. Respondent, Kern County Young Republicans PAC (“Respondent KCYRPAC”), is a state general purpose recipient committee sponsored by the Kern County Young Republicans. Respondent, Bryan Williams (“Respondent Williams”), was the Treasurer for both entities. For the reporting period ending May 22, 2010, Respondents KCYRVG and Williams failed to timely report subvendor information for disbursements totaling approximately $27,020 in violation of Government Code Section 84219, subdivision (h)(5) (1 count). Also, on or about June 3, 2010, Respondent KCYRPAC made an independent expenditure in the approximate amount of $5,978, but Respondents KCYRPAC and Williams failed to report the expenditure by filing a late independent expenditure report within 24 hours in violation of Government Code Section 84204 (1 count). Additionally, Respondents KCYRPAC and Williams were required to disclose the candidate who received the benefit of the foregoing independent expenditure on a semi-annual campaign statement that was filed for the period ending June 30, 2010, but failed to do so in violation of Government Code Section 84211, subdivision (k)(5)(1 count). Also, during the reporting period ending June 30, 2010, Respondent KCYRVG produced and sent a slate mailer supporting various candidates, but Respondents KCYRVG and Williams failed to report required information about several of the candidates who did not pay for the support of the slate mailer in violation of Government Code Section 84219, subdivision (e) (1 count). Additionally, on or about October 29, 2010, Respondent KCYRPAC made an independent expenditure in the approximate amount of $13,604, but Respondents KCYRPAC and Williams failed to report the expenditure by filing a late independent expenditure report within 24 hours in violation of Government Code Section 84204 (1 count).
