Manuel Lopez was the Deputy Director of the Administrative Services Division of the California Department of Parks and Recreation. In this capacity, Lopez implemented a prohibited leave buy back program and cashed out approximately 524 hours of his own leave time for payment in the approximate amount of $28,647. This amounted to making governmental decisions in which Respondent Lopez knew he had a financial interest in violation of Government Code Section 87100 (2 counts).
